Update URL Command: Add way to run non-interactively #4223
Description
Needed for CLI (BookStackApp/system-cli#7) may be useful elsewhere.
Check that there's no default flag to circumvent prompts.
Query the default DB migrate command, to see how that does it and if force is just a custom command-scoped option.
