Added regions inside a csv, load the csv

Handle issue 197.

• Added a new csv file containing regions and country code with the given format :
  cloud_provider,region,country_code
  aws,eu-west1,FRA
• Load the file and save as lazy map.
• Check param aws_region against map to return associated country_code

For info, tests are partly failing due to a known issue #579 that will be fixed separately.
