Enterprise GitHub users unable to file Az module bug reports

Description

When signed in as an enterprise GitHub user, and going to this form https://github.com/Azure/azure-powershell/issues/new?template=1-AZ-BUG-REPORT.yml to report an issue, after completing the form and clicking Create button, an error appears Unauthorized: As an Enterprise Managed User, you cannot access this content.

Expect: all users should be able to file a bug report
Actual: enterprise users unable to file bug report, need to sign out and sign in as personal user account to file the bug.
