New-AzResourceGroupDeployment is stuck after it finishes the deployment

Description

Issue similar to #4671

Azure deployment is complete according to Azure resource manager, however powershell stays in
VERBOSE: 10:33:40 AM - Checking deployment status in 15 seconds
VERBOSE: 10:36:45 AM - Checking deployment status in 15 seconds
for extended period of time
