[Feature]: Add “NoEffect” change type to WhatIfExcludeChangeType parameter

Description of the new feature

In all powershell functions that support the parameter WhatIfExcludeChangeType, for example New-AzResourceGroupDeployment, add the options to exclude “NoEffect” change type.
