telemetry: Add telemetry setup for App Insights with a feature toggle env var for key so it can be turned off by default

We can be fairly confident that the way another team did things can be useful and compliant, so might as well implement it. If it can be turned off easily, then when we are confident that it is right we can turn it on. Additionally, having it enabled for PMs and devs we can evaluate it better.
