Fixes DOTCOM-14050

Proposed changes:

This adds a functioning Help Center to all support sites.

Note: The Help Center will follow the user's locale, not the support site locale.

Other information:

  • Have you written new tests for your changes, if applicable?
  • Have you checked the E2E test CI results, and verified that your changes do not break them?
  • Have you tested your changes on WordPress.com, if applicable (if so, you'll see a generated comment below with a script to run)?

Testing instructions:

  1. Sandbox en.support.wordpress.com wordpress.com
  2. Sync with with sun or moon.
  3. Test the Help Center. Everything should work including live chat.
  4. Change your user's locale.
  5. The Help Center locale should be in the new locale.

  • To test on WoA, go to the Plugins menu on a WoA dev site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin (WordPress.com Site Helper), and enable the dotcom-14050-help-center-add-to-support branch.
  • To test on Simple, run the following command on your sandbox:
bin/jetpack-downloader test jetpack-mu-wpcom-plugin dotcom-14050-help-center-add-to-support

Are more steps needed? This is what I see when I follow these steps:

@mmtr yes sorry. You have to open DevTools, find a file that failed to load, open it, and type "thisisunsafe" to force load it. Then go back to the original tab and refresh.

@mmtr what I usually do is to have an open Chrome with this command:
open -n -a /Applications/Google\ Chrome.app/Contents/MacOS/Google\ Chrome --args --user-data-dir="/tmp/chrome_dev_test" --ignore-certificate-errors

This will automatically thisisunsafe the page.
