Travis doxygen binary could use an update

Description

As of right now, the version of Doxygen being used is 1.8.6, which was released December, 2013.

The binary is now sitting at 1.8.14.

Caveat

It's possible that updating the binary to something more recent might be tied to updating the Ubutnu LTS version that we use in Travis.

Assuming the similar problem we had with astyle (package manager provides really old version and causing issues with formatting), fetch it via the download webpage, unpack and build. Shall we do the same for doxygen?

Having this in the configuration (we can fetch it also from github)
