Issue starting the nmos-testing docker container

I am running into issues saying that a lib does not exist.

Specifically the error is /lib/x86_64-linux-gnu/libexpat.so.1: file too short

I have checked that the file is there. There is a link to to the actual file libexpat.so.1.9.1

I have updated the lib with apt-get reinstall to double check and the issue is still there.
