New tabs appear in pinned tabs sections after 1.13b

• I have checked that this issue can be reproduced once I removed all my Mods and Custom CSS.

What happened?

After 1.13b every time I open a new tab, it opens next to the tab I previously visited (even if those are pinned tabs). For some reason it's not the case in other workspaces, only the main one.

Expected behavior

A new tab appears below both "+ New Tab" button and pinned tabs section in sidebar

Actual behavior

It appears among pinned tabs

Steps to reproduce

Open a new tab, duh.
