Add option for compact mode to be default / always on

Compact mode is a main feature of Zen, and a big reason why I switched to it. However, I don't see any option to have it always on or enabled by default. Whenever I open a new window, it's inconvenient to have to re-enable compact mode and it would be nice to have a setting for it to be enabled by default, while still allowing it to be toggled off/on with the keyboard shortcut or context menu.

Isn't a new windows opened with compact mode enabled if the window you're currently in has it enabled? (For me it is)

Whenever I create a new window I have to manually re-enable compact mode again. Also when starting the browser the first time I have to manually re-enable compact mode again.

What settings influence the behaviour of compact mode? Should there be set some specifically to get this working?
