build(deps): bump tmp and eslint in /v8/tools/clusterfuzz/js_fuzzer

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependency [eslint](https://github.com/eslint/eslint). These dependencies need to be updated together.

Updates `eslint` from 6.8.0 to 9.32.0
