Fill system view path description in TxProxy #18490
Description
To support new sys view path type in Describe request:
- Forward request to SchemeShard to fill DirEntry fields
- Add SysView schema resolver to TDescribeReq class
- Fill other PathDescription fields (Table and TableStats) after getting the response from SchemeShard
