This is the basic WYND DAO setup which can be deployed to Juno mainnet.

It includes the ability to require the foundation to also approve a proposal before it is executed. And any other small updates to v1.0.0 we want for deployment.

We will upgrade to the official v2 when it is ready, but for now, we will maintain a branch with a few fixes that the main DAO-DAO committee doesn't want to maintain (understandably, as they focus on v2)
