Draft notice not on page with hero content

I noticed that the draft content notice and fallback notice are displayed on pages that don't have a hero section, but not on pages with a hero section. The Page.astro component doesn't apply these for the hero section. Any specific reason for doing this?

Mostly an oversight I think! The regular page layout had an obvious place to slot the notice into and we probably forgot about the hero while adding it. We should add it to pages with the hero too.
