[SPARK-3619] Upgrade to Mesos 0.21 to work around MESOS-1688
- MESOS_NATIVE_LIBRARY become deprecated - Chagned MESOS_NATIVE_LIBRARY to MESOS_NATIVE_JAVA_LIBRARY
