I think maybe api based around slices, masks, indexes with op overloads maybe will work better, if a bit more verbose then magic one liners

suppose there are 3 sreaching primitives, slices, masks, and indexes
a slice is a range(-like) reference to continuos data (such as findouterpern)
a mask is a collection of (definationally) non-overlapping slices (such as findstrings)
a indexes is a list of indexes, and acts range-like after [](such as findcomma)

auto returnarguments(string s){
  mask = s.mask!'"';
  slice = mask.notinmask.findouterpern;
  slice=slice[1..$];
  innermask=slice.mask!"()"+slice.mask!"[]"+slice.mask!"{}"+slice.mask!'"';
  commas=slice.findcomma & !innermask;
  return commas.converttomask;

after more consideration

1. slice is replaced with something like https://github.com/opendlang/d/blob/c8248614db72ce77c7d31f88caaa25e9b77fdf47/source/odc/datastructures.d#L77C1-L85C2
2. D* data is a optional feature, not unlike .length
3. mask should be able to swap between flat and hierarchical range
4. indexes should simply be ranges without front defined
