My proposal is based on already existing examples such as stackoverflow's "Citizen Patrol Badge" . This may slightly increase fake-spam-reports but I doupt it will surpass any possitive effect.

(Before considering to implement such a feature, I suggest to take a few notes from meta.stackoverflow + video)
