This is a follow-up to #11205. We move the build-time
FileSystemProvider
support code into a separate package. The code is consider "legacy" and will be removed once--future-defaults
are really defaults.In addition, we can exclude the
FileSystemProviderBuildTimeInitFeature
if the JDK is initialized at run time.
