Community contrib: Agent Team Orchestrator — multi-agent coordination runtime

I built a production-ready multi-agent orchestration runtime for Codex before native multi-agent support was
added.

It includes:

• Worker-specialist teams (lead, planner, implementer, reviewer, tester, researcher)
• Shared message bus, task board, artifact exchange, and arbitration
• Swappable YAML behavior profiles (fast/default/deep)
• Adaptive fan-out under max_threads=6
• Policy engine, heartbeat leases, orphan recovery
• 35 unit + 35 integration tests, benchmark harness
• Install script — works as a Codex skill
