Windows: enable nimRawSetjmp by default [backport] (#19891)

* Windows: enable nimRawSetjmp by default

See #19197. The default setjmp can randomly segfault on windows

* Attempt to disable the flag for bootstraping

* Disable styleCheck for c_setjmp
