Provide CMake configurations files with Windows binaries

Hello,

I've noticed that the Windows binaries don't include any CMake configuration files, unlike the Linux or OSX packages which provide them.

• Is there a reason why the CMake config files are omitted from Windows distributions?
• What is the recommended way to find and use ONNX Runtime in a CMake project on Windows?
• Are we expected to build ONNX Runtime from source to get proper CMake support?
• Would it be possible to include the config files in future Windows releases?
