Does this only work with PLEX Home users?

I'm trying to migrate watched history from PLEX to Jellyfin. I've created all my existing users in Jellyfin, both those in my PLEX Home and those that I've granted access to that are not in my PLEX Home. When I execute a dry run it seems to find the watched history for all the users, but only transfers the history of those in my PLEX Home.

Honestly ive only tried it with members of my Plex home, this might be true based on the api method im using to change to the plex user so i can query its own view history.
