Update Cocoa SDK to v8.46.0 for Xcode 16.3 Compatibility

Description

The Cocoa SDK should be updated to version 8.46.0, which includes the necessary fixes for compatibility with Xcode 16.3.

• The issue causing the incompatibility is described in @getsentry/sentry-cocoa#5057.
• The fix is included in the release v8.46.0 (Stable).

This update is required to ensure the project builds and runs successfully with the latest Xcode version.

We've release 0.12.0 which is compatible with cocoa 8.49.0, I'll update the readme
