Enable enableFilterEmptyStringAttributesDOM everywhere (#28125)

## Summary

Enables `enableFilterEmptyStringAttributesDOM` everywhere. I don't think
this needs to be enabled behind `__VARIANT__` for RN since this flag is
only used in DOM.
