Updates Python workflows that need Ubuntu-24.04 runners to run Python 3.14 workflows, also regenerates requirements files and adds an entry to CHANGES.md for the new container version. Those workflows will be red on the PR as they will use the old version that tries and fails to find a suitable 20.04 environment.

LGTM if tests pass.
There is some risk upgrading deps right before release but we can still go ahead taking this risk into account.

breakages are from the machine type mismatch this PR fixes + workflows broken on master
