Stepper should emit events when new step is ready/animation complete

What is the expected behavior?

To make it easier to do things on the view that slid in.

What is the current behavior?

No way to do this.

What are the steps to reproduce?

You should be able to do this using the selectionChange event on the stepper.

@crisbeto the event selectionChange is triggered when the selected step changes, not when the animation is done. Same as tabs, they have a specific event called animationDone here: https://material.angular.io/components/tabs/api

Would be nice to have the same event for a Stepper

The solution right now is to trigger the selectionChange event and to put a timeout of 500ms for an horizontal stepper and 225ms for an vertical stepper. https://github.com/angular/material2/blob/master/src/lib/stepper/stepper-animations.ts#L27
