Push Helm chart to OCI Repository

I see pull request #1779 was merged into v0.25.3, which is supposed to publish the Helm packages to ghcr.io/altinity/clickhouse-operator-helm-chart. It seems like there is an issue within the release workflow, resulting in no package being published.

Looks like there is some syntax error in the chart release action: https://github.com/Altinity/clickhouse-operator/actions/runs/16824578828/job/47658017839

On the next release we'll see if #1791 fixes it. I was testing the release action from another repo and it worked there so I am optimistic.

We should consider adding a mechanism to manually trigger helm releases.

Somewhat unrelated, but there's a pretty critical service port fix already committed to the Helm chart but no release published. Any ETA for a new release?

v25.4 of the Operator helm chart is now released to the repo here as well as the helm repo at https://helm.altinity.com — I am checking GHCR
