Cannot select policy from library in "Create Supplemental Policy"

I think it's a bug, but before I file one:

I'm attempting to use Create Supplemental Policy to add to an existing policy to allow folders.

1. Click Supplemental Policy
2. Select Add to Existing Policy in the Mode dropdown.
3. Click the policy library.
4. Click the policy you want to add to.
5. Click Assign -> Files and Folder Supplemental Policy
   At this point, I'd expect the Select a policy file" button to switch to Selected`, but this doesn't happen.
6. Pick a folder to add to the policy
7. Click Create Supplemental Policy to add to the selected policy
   At this point, I get an error saying Select the policy to add the rules to

Ah, it seems that I need to select Policy to Add New Rules to, rather than Files and Folders Supplemental Policy

Which I suppose makes me wonder what the prior options are there for?

The previous options assign the policy as the base policy to associate the new supplemental policy with. Their flyout automatically opens when you select them so if you ever wonder just try them and you'll see the UI section open up and next to the flyout that opens there are always extra descriptions.

In the gif, yes you're doing it wrong, because you changed the mode to add rules to an existing policy, but you didn't select any policy. The warning message says the same thing.

In that page, and the Deny policy creation page, you only need to select the policy to add new rules to 1 time. Any rules you create using different options in each page will be added to the same policy. You can of course quickly swich between modes via the same combo box at top.
